Ms Ruse Moleshe is a Development Finance Specialist with over 20 years of experience in the energy and infrastructure space, in Sub Saharan Africa. Her experience spans a diverse range of skills and activities including energy planning, policy development, strategy formulation, project development, project appraisal, project implementation and portfolio monitoring. Her experience covers a broad range of infrastructure projects and different sources of energy such as coal, gas, hydro, wind, solar, biogas, biofuels, bioelectricity as well as transmission and distribution infrastructure.
She has worked for the Department of Minerals and Energy; Department of Trade and Industry (the dti); Development Bank of Southern Africa, Basil Read (Matomo) – Engineering, Procurement and Construction contractor; Standard Bank and Industrial Development Corporation (IDC).
She served as a panellist for many energy and infrastructure funds (including the dti’s Critical Infrastructure Programme) identifying risks and providing thought leadership insights on investment decisions.
As part of Development Bank of Southern Africa (DBSA) team, she was key in the initiation of the Renewable Energy Independent Power Producer Procurement Programme (REIPPP) in South Africa since inception in 2009/2010. She participated in the development of a bankable Power Purchase Agreement and selection of Transaction Advisors to support government to develop the world-renowned programme.
As IDC Head of Industrial Infrastructure (Energy, Logistics, Telecoms and Water) she championed transformation through appropriate structuring interventions to enable participation of black industrialists, youth and women. Ruse worked with Multilateral Development Banks to source concessionary funds to address market challenges through Technical Assistance and Project Development Funding. She served as an investee Board member of Consolidated Wire Industries (Pty) Ltd.
She is a Founder and Director of Energy Solution Consulting, a company which provides energy consulting services to local and global entities (UNECA, TENEO, EURO-ASIA, WOESA etc.). She holds a Bachelor of Commerce (University of Fort Hare) and Bachelor of Science Honours (Energy Studies) from University of Johannesburg. She obtained a Sasol and Partner Organisations Global Senior Executive Development Programme (China, India, Singapore and Qatar) certificate from the Gordon Institute of Business.
